【摘要】:Therequirementsofthisguideapplytopersonnelwhoperformcoatingworkinspectionduring(1)fabrication,(2)receiptofitemsattheconstructionsite,(3)construction,(4)pre-operationalandstartuptesting,and(5)operationalphasesofnuclearfacilities.Itistheresponsibilityofeachorganizationparticipatingintheprojecttoensurethatonlythosepersonnelwithintheirrespectiveorganizationswhomeettherequirementsofthisguidearepermittedtoperformcoatingworkinspectionactivitiescoveredbythisguide.Theorganization(s)responsibleforestablishingtheapplicablerequirementsforactivitiescoveredbythisguideshallbeidentified,andthescopeoftheirresponsibilityshallbedocumented.Delegationofthisresponsibilitytootherqualifiedorganizationsispermittedandshallbedocumented.Itistheresponsibilityoftheorganizationperformingtheseactivitiestospecifythedetailedmethodsandproceduresformeetingtherequirementsofthisguide,unlesstheyareotherwisespecifiedinthecontractdocuments.Intheeventofconflict,usersofthisguidemustrecognizethatthelicenseersquo;plant-specificqualityassuranceprogramandlicensingcommitmentsshallprevailwithrespecttotheprocessofqualifyingpersonnelperforminginspectionofcoatingwork.1.1Thisguidedelineatestherequirementsfordevelopmentofproceduresforthequalificationofpersonnelwhoperforminspectionofcoatingwork.Theseactivitiesareaccomplishedtoverifyconformancetospecifiedrequirementsfornuclearfacilitycoatingworkwhosesatisfactoryperformanceisrequiredinordernottocompromisesafety-relatedcoatingsystems.1.2ThisguideprovidesauniforminterpretationoftheintentoftherequirementsinANSI/ASMEN45.2.6fortheinspectionofcoatingworkinnuclearfacilities.1.3ThisguidemeetstheintentofANSI/ASMENQA-1.1.4Itistheintentofthisguidetoprovidearecommendedbasisforqualification,nottomandateasingularbasisforallqualifications.Variationsorsimplificationsofthequalificationsdescribedinthisguidemaybeappropriateforspecialcoatingworkotherthansafety-relatedcoatingsystems.Similarly,thequalificationandcertificationprocessmightbeabbreviatedforworkofminorscopesuchastouch-up.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityofwhoeverusesthisstandardtoconsultandestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
