【摘要】:Thisguideisintendedtofacilitatetheoilspillresponseequipmentselectionprocessforlocal,regional,andnationalspillresponseteams.Itisnotintendedtodefinerigidsetsofequipmentstandards.Theeffectivenessoftheequipmentchosentocombatanoilspillwilldependontheoiltypeandenvironment(s)encountered,aswellasotherfactors.Thisguideisintendedtobeusedbypersonsgenerallyfamiliarwiththepracticalaspectsofoilspillcleanupoperationsincludingon-sceneresponsecoordinators,planners,oilspillmanagementteams,oilspillremovalorganizations,andplanevaluators.Elevengeneraltypesofskimmingsystemsaredescribedinthisguide.Eachdescriptionincludesasummaryoftheoperatingprincipleandalistofselectionconsiderations.Selectionconsiderationsareincludedtoguidetheuserontheselectionofaparticularskimmertypeorcategory.Usersarecautionedthatwithineachcategorytheremaybeawidevariationinperformanceamongvariousskimmers.Whenselectingaskimmerforuseinextremelycoldconditions,considerationshouldbegiventotheeffectoficeformingontheskimmer,changesinbuoyancy,possiblerestrictionofinlets,andchangestohydraulicefficiency.Becausetheremaybewidevariationsinskimmerperformanceatextremetemperatures,evenwithinagivencategory,ambienttemperatureisnotincludedasaselectionconsideration.1.1Thisguidecoversconsiderationsforselectingskimmersystemsfortherecoveryofmarine-oilspills.Thepurposeofthisguideistoprovideoilspillresponseplanners,equipmentmanufacturers,users,andgovernmentagencieswithastandardontheequipmentselectionprocessfortheremovalofoilfromthemarineenvironment.1.2Thisguidedoesnotaddressthecompatibilityofspill-controlequipmentwithspillproducts.Itistheuser''sresponsibilitytoensurethatanyequipmentselectediscompatiblewithanticipatedproductsandconditions.1.3ThevaluesstatedinSIunitsaretoberegardedasstandard.Nootherunitsofmeasurementareincludedinthisstandard.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
